Questions

The things people ask us first.

What is Pryme?

Pryme is a financial technology company. It gives people and businesses in Nigeria one account that holds Naira alongside dollars, pounds and euros, and a set of agents that do the running of it — keeping the books, chasing what is owed, answering customers and paying bills. Nothing leaves an account without the owner’s approval.

Can I hold dollars, pounds and euros in a Pryme account?

Yes. A Pryme account holds Naira, US dollars, pounds sterling and euros side by side on one ledger, each with its own account details — a Nigerian account number, a US account number, a UK sort code and an IBAN for the euro area. You can swap between them at a rate you set, and every currency has its own statement.

What is Spaces?

Spaces is available in Nigeria. It gives a shopper money to spend that can only be spent with a participating business. The business is paid into its Naira account whether or not the shopper repays, because Pryme carries the credit. For the business it is free to join, there is nothing monthly, and the customer’s identity is never shown — only a reference and what it is worth.

What do the agents on a Pryme Business Account do?

Five agents come with the account. The Chief of Staff runs the week and keeps what is stuck moving. Finance watches the money and keeps the books as you trade. Compliance keeps the filings on time and screens what moves. Sales chases what you are owed. Customer Support answers your customers and follows up. Each has a job description, a budget and a ceiling you set, and each one proposes rather than acts — nothing leaves the account without your signature.

How does Pryme Pay work?

Pryme Pay takes payments on your own site or on a checkout page you control. The buyer is given a one-time account number and transfers to it from any bank app or by USSD — no card, no OTP, nothing to type in. The money lands in the same account your agents are running, already matched to the order and already in your books.

What are Savings Boxes?

Savings Boxes are separate pots inside a Pryme account, held in Naira. Flexible Boxes can be withdrawn at any time, Fixed Boxes hold to a date, Investment Boxes hold for longer, and Interest-free Boxes earn nothing by design. A business can use them to ring-fence payroll and the tax it withholds, so that money cannot be spent by accident.

Who holds my money, and is it protected?

Pryme is a financial technology company, not a bank. Accounts and deposits are provided by Solid Allianze Microfinance Bank Limited, which is licensed by the Central Bank of Nigeria and is a member of the Nigeria Deposit Insurance Corporation.

Can I build on Pryme?

Yes. Pryme Rails lets a platform issue a dedicated Naira account number to each of its own customers, collect into it and reconcile against it, over one API — the same rails the Pryme Business Account runs on.

What is Pryme?

Pryme is a financial technology company. It gives you one account that holds US dollars, pounds sterling and euros beside Naira, with an assistant that runs the account for you and asks before anything moves. Accounts are provided in Nigeria today, and further markets open as each licence lands.

Can I open a Pryme account from outside Nigeria?

Accounts are provided in Nigeria today, subject to verification and approval. Foreign-currency balances are held and converted inside that account, so you can hold, receive and swap dollars, pounds and euros wherever you are.

Which currencies can I hold with Pryme?

Naira, US dollars, pounds sterling and euros, side by side on one ledger. Each has its own details — a Nigerian account number, a US account number, a UK sort code and an IBAN for the euro area — and each has its own statement.

How do I send money to Nigeria with Pryme?

Swap at a rate you set rather than the rate of the day, then send to any Pryme username or to a Nigerian bank account. There is no fee to send to another Pryme account.

What does the assistant do?

Eva is the assistant inside the Pryme app. She opens accounts, moves money, saves toward your goals, pays what is due and follows up what is owed to you — and asks you before anything moves.

What is Pryme Rails?

Pryme Rails lets a platform issue a dedicated Naira account number to each of its own customers, collect into it and reconcile against it, over one API — the same rails the Pryme Business Account runs on.

Local government levies for a shop in Lagos: what is legal

Which levies a Lagos local government can lawfully charge a shop, what a proper receipt looks like and how to push back on an illegal demand.

The short answer

A local government in Lagos can only collect the levies on the Local Government list in the Schedule to the Taxes and Levies (Approved List for Collection) Act, such as shops and kiosks rates, tenement rates, signboard and advertisement permits and refuse disposal fees. Only the appropriate tax authority may collect, roadblocks for collection are banned, and the Act makes unlawful collection an offence punishable by a ₦50,000 fine, three years' imprisonment or both.

Shop owners in Lagos are often approached by several collectors in the same month, each with a ticket or a printed demand. The starting point for knowing which of those demands is lawful is the Taxes and Levies (Approved List for Collection) Act. Its Schedule has three parts: what the Federal Government collects, what states collect and what local governments collect. Section 1 says each tier collects the items on its own list. Section 2 says only the appropriate tax authority may assess or collect them, and that nobody, including a tax authority, may mount a roadblock to collect a tax or levy.

The Minister of Finance can amend the Schedule by order in the Gazette on the advice of the Joint Tax Board, and the 2025 tax reform laws reorganised parts of Nigeria's tax system. Check with your local government or the Lagos State Internal Revenue Service whether any change affects a particular levy before you rely on the list below. This article is information, not legal or tax advice.

The Local Government list

The text of the Act published by PLAC gives twenty items in Part III. The ones most relevant to a shop are in bold:

  • Shops and kiosks rates
  • Tenement rates (usually charged to the property owner)
  • On and off liquor licence fees
  • Slaughter slab fees
  • Marriage, birth and death registration fees
  • Street naming registration fees, outside the state capital
  • Right of occupancy fees on rural land not collected by the state or federal government
  • Market taxes and levies, except in markets where state finance is involved
  • Motor park levies
  • Domestic animal licence fees
  • Bicycle, truck, canoe, wheelbarrow and cart fees (not mechanically propelled trucks)
  • Cattle tax, payable by cattle farmers only
  • Merriment and road closure levy
  • Radio and television licence fees (not transmitter licences)
  • Vehicle radio licence fees, by the local government where the vehicle is registered
  • Wrong parking charges
  • Public convenience, sewage and refuse disposal fees
  • Customary burial ground permit fees
  • Religious places establishment permit fees
  • Signboard and advertisement permit fees

Some charges a shop pays are on the state list instead, notably business premises registration fees (see Lagos business premises registration). And some are payments for a service rather than taxes: in Lagos, waste collection is paid to the private sector participant (PSP) operator assigned to your area, which our guide to LAWMA registration for businesses explains.

What a lawful demand and receipt look like

A lawful levy is issued by the local government or local council development area (LCDA) itself, or by an agent it has formally appointed. Before paying, look for:

  • a printed demand notice on the council's letterhead naming the levy, the period it covers and the amount;
  • a payment route into a government account, such as a bank payment with a reference, rather than cash to an individual;
  • an official receipt or e-receipt that names the council, the levy and the period;
  • identification from the collector showing who appointed them.

Some states are moving to a single annual demand notice that lists every approved state and local levy a trader owes. The Edo Internal Revenue Service announced this approach for traders and shop owners in June 2026. Lagos traders should ask their council whether a consolidated notice is available, because it makes duplicate demands easier to spot.

Worked example

Example only, with invented amounts. A provisions shop in an LCDA receives four demands in March:

DemandOn an approved list? What to do
Shops and kiosks rate, council letterhead, ₦15,000Yes, Local Government listPay to the account on the notice; keep the receipt
Signboard permit for the shop sign, ₦10,000Yes, Local Government listPay through the council's channel
"Development levy" collected in cash by a youth group, ₦5,000Development levy is on the state list, not for private groupsAsk for authority; do not pay cash
Roadside ticket stopping your delivery vanRoadblocks for collection are prohibitedNote details; report to the council

How to challenge an illegal demand

  1. Ask the collector, politely, for the demand notice, their identification and the name of the levy.
  2. Compare the levy with the approved list above. If it is not there, or it belongs to a different tier, say so.
  3. Contact the revenue office of your local government or LCDA directly, using a number you find yourself, and ask whether the demand is theirs.
  4. If it is not, report it to the council and, if threats are made, to the police.
  5. If it is a genuine council demand but you believe it is wrong, write to the council's revenue department setting out why, and keep a copy. A lawyer can advise on formal objection routes.

Keep a folder of every receipt by year. A shop that can produce last year's receipts in seconds is in a much stronger position with any collector.

Where Pryme fits

Levies are easier to defend when every payment leaves a record. Payments sent from a Pryme Business Account carry a reference, and you can generate a regular or a verifiable receipt or statement through Pryme's partnership with VerifyDoc.ai; see receipts. The Compliance agent can prepare a list of levies paid for a person to review.

Questions people ask

Which levies can a local government collect from a shop in Lagos?

Those on Part III of the Schedule to the Taxes and Levies (Approved List for Collection) Act, including shops and kiosks rates, signboard permits, market levies, radio and TV licence fees and refuse disposal fees.

Is it legal for collectors to block the road to collect levies?

No. Section 2 of the Act prohibits anyone, including a tax authority, from mounting a roadblock to collect a tax or levy.

What is the penalty for illegal levy collection?

The Act provides a fine of ₦50,000, three years' imprisonment or both.

Should I pay levy in cash to an agent?

Pay only through the channel on an official demand notice and get an official receipt naming the council, levy and period.
